"Design a fakemon named Frigguin, a baby stage Water/Ice creature inspired by a penguin chick and icebird hybrid. It stands upright and has a round, chubby body. It features small icy-blue wings, a soft cream-colored belly, and tiny clawed feet. Its head has a small spiky crest hinting at its future evolution. The tail and spine show tiny red-orange triangular spikes starting to grow. It looks determined but still cute, with a sharp little beak and expressive red eyes. The visual style should match cel shading, with smooth shadows and soft highlights, just like classic Pokémon art. Use a clean, simple background like aged parchment to match the other illustrations."
