Create a vibrant poster for Khmer New Year featuring a bright blue sky with colorful triangular flags strung across the top. Include a large, glowing, multi-colored star-shaped lantern (with shades of purple, blue, red, green, and yellow) in the background, positioned near a traditional wooden cart with a conical hat on it. Add palm trees and a traditional Khmer temple with a golden roof on the right side. The foreground should have lush green grass with scattered flowers in pink, white, and red. Hang two smaller star-shaped lanterns from the top right corner. Include the text 'Happy Khmer New Year' in English and Khmer (សួស្តីឆ្នាំថ្មី ប្រពៃណីជាតិខ្មែរ) at the top in a bold, white font with a slight glow effect. The overall style should be festive, colorful, and celebratory, capturing the essence of Khmer New Year traditions.
