"The flag of a powerful new empire featuring a black two-headed eagle, symbolizing the Holy Roman Empire, on a golden background. The eagle's chest is adorned with a central shield divided into five sections. Each section represents the following historical kingdoms: Austria (red and white stripes), the French Empire (a golden fleur-de-lis on blue), the Netherlands (red, white, and blue horizontal stripes), Spain (a red cross of burgundy), and Portugal (a blue shield with white dots and red castles). The design emphasizes unity and strength among these historical powers."
